Metal activity increases from right to left and top to bottom. The most active metal on the Periodic Table is Francium.

Nonmetal activity increases from left to right and bottom to top. The most active nonmetal on the Periodic Table is Fluorine.

The 18th column on the Periodic Table consists of atoms that conform to the octet rule. They are NOT chemically active because their outer electron energy level is already full.
